2. Nomination – Preparation and Lodgment Service
The second stage of the application process is the Nomination, which is the process of identifying a position to be filled by an overseas skilled worker in a business.
Before you submit a nomination you must conduct labour market testing and meet salary and employment requirements.
Who can nominate a position:
To nominate a position you must be:-
A standard Business Sponsor; OR
A person who has applied to be a Standard Business Sponsor: OR
A party to a work agreement (other than a Minister); OR
A party to negotiations for a work agreement (other than a Minister).
SID 482 Subclass which stream to use to nominate an occupation:
There are three streams available under the SID Subclass 482 visa program:
Specialist Skills Stream
This stream is for employers to source skilled overseas workers who are nominated in a 6 digit Australian and New Zealand Standard Classification of Occupations (ANZSCO) 2022 occupation in Major Groups 1, 2, 4, 5 or 6 and
• earn at least the Specialist Skills Income Threshold (SSIT) of AUD $135,000 (increasing to AUD $141,210 from 01 July 2025). (This change will not apply to existing visa holders and nominations lodged before 1 July 2025.)
Core Skills Stream
This stream is for employers to source skilled overseas workers who are nominated in an occupation specified in the Core Skills Occupation List (CSOL) and
• earn at least the Core Skills Income Threshold (CSIT) of $73,150 (increasing to AUD $76,515 from 01 July 2025). (This change will not apply to existing visa holders and nominations lodged before 1 July 2025.)
Labour Agreement Stream
This stream is utilised where an employer has executed a labour agreement with the Commonwealth to source skilled overseas workers because there is a demonstrated need that cannot be met in the Australian labour market.
What are the Home Affairs fees:
The current nomination application lodgement fee is $330. A payment surcharge may also be applied, with the percentage rate dependent on your method of payment.
Skilling Australians Fund Levy:
Employers must pay the applicable nomination training contribution charge referred to as the Skilling Australians Fund (SAF) levy.
The purpose of the SAF levy is for employers to contribute to the broader skills development of Australians.
The levy funds are managed by the Department of Employment and Workplace Relations (DEWR)
The Department of Home Affairs calculates the required SAF levy amount, which is payable in full at the time of lodging a nomination application, using information provided in the online nomination application.
Employers must not pass the SAF levy on to the visa applicant.

Example:
A. Business with an annual turnover of more than AUD10 million per year that wishes to nominate a SID worker for a period of 4 years would be liable to pay a levy of AUD7,200 (4 years x AUD1,800).
B. Business with an annual turnover of less than AUD10 million per year that wishes to nominate a SID worker for a period of 4 years would be liable to pay a levy of AUD4,800 (4 years x AUD1,200).
